Energy Assistance Programs Application 2011–2012

The Home Energy Assistance Program (HEAP), a federally funded program administered by the Office of Community Services within the Community Development Division of the Ohio Department of Development, is designed to assist eligible low-income Ohioans with managing the high cost of heating their homes. In most cases, this results in a one-time credit applied by the utility company to the consumer’s bill.
Eligible households can also apply for the following programs:
- Percentage of Income Payment Plan Plus (PIPP Plus) – an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the household income.
- Home Weatherization Assistance Program (HWAP) – reduces a households’ energy use, thus creating more affordable housing. Services include attic, wall, and basement insulation; blower-door-guided air leakage reduction; heating system repairs or replacements; and health and safety testing and inspections.
Applications for the 2011-2012 Regular Heap program will be accepted August 1, 2011 through May 31, 2012.
